Health insurance & HSAs
The federal poverty level (FPL) is an income measure, based on the poverty guidelines published each year by the US Department of Health and Human Services, that varies by household size. Health programs use percentages of it to set eligibility for Medicaid, the Children's Health Insurance Program and Marketplace premium tax credits.
Marketplace coverage for a given year generally uses the guidelines published in the prior year, which trips up agents who look up the newest table. Alaska and Hawaii have their own, higher guidelines.
Income in this context means modified adjusted gross income for the household, not take-home pay. A prospect who reports net pay into a subsidy estimate will see the wrong FPL percentage, which is one reason producers should confirm income definitions on the first call.
